The Central Board of Film Certification (CBFC) was embroiled in a major controversy last year when South actor Vishal leveled bribery and corruption charges against its officials. Less than six months later, the CBFC is in the news again for all the wrong reasons. The makers of a big budget Bhojpuri film, Rang De Basanti, they have been running from pillar to post to obtain the censorship certificate. They have accused CBFC chairman Prasoon Joshi of deliberately delaying the process as his film has a similar name to a 2006 Hindi film starring Aamir Khan. They claim that Prasoon is probably doing it because he was associated with the Hindi film as a lyricist.

On March 5, Roshan Singh, the producer of the Bhojpuri film Rang De Basantiwrote a letter to the CBFC informing that it had applied for a certificate on February 3. Although the evaluation was carried out on February 19 and the evaluation report was submitted on February 21, the process was delayed due to an authorization from the president.

Then on March 6, Abhay Sinha, president of the Indian Movie Producers Association (IMPPA), also wrote to the CBFC seeking urgent clearance as Rang De Basanti Its premiere is scheduled for March 22.

Without any update, the makers wrote another letter to the CBFC on March 9 stating that on March 8, a CBFC official asked them to change the name of the film in a phone call.

Bollywood Hungama He exclusively accessed these letters and also spoke to Roshan Singh. He said, “The evaluation report was submitted on February 21 and then RO approved it on February 26. As of March 6, we did not get any response. That's when we sent a letter. I called them daily and when I went to receive them they made me wait 4 hours. I asked why they didn't give us the certificate. But they told us: 'We have no idea.' He (the president) has (the certificate).'”

Roshan further added, “Since then, I have been calling them daily but in vain. On March 8, I received a call from the CBFC and they asked me: 'Kya aap apni movie ka title change kar sakte hai kya?'. I made it clear that it is not possible since we have started advertising and the material has already come out. Additionally, we have applied for subsidies in certain states and the name of the film on the paperwork is Rang De Basanti. The caller said he will pass my message to the president.”

He also said, “On March 9, we wrote another letter to the CBFC where we clearly mentioned that the president is deliberately trying to withhold the film because it is associated with the Hindi film. Rang De Basanti.”

Roshan Singh explained why he felt Prasoon Joshi was deliberately targeting his film: “In 2008, a Bhojpuri film, Basanti Chola Rang, had already been released. But Mr. Prasoon was not the president then. Interestingly, another Bhojpuri film submitted for censorship is Kabhi Khushi Kabhi Gam. Its screening took place a day later. Rang De BasantiThe projection. But since the president was not involved in the Hindi film of the same name, he did not sustain it. It was approved on March 5.”

When asked what his next step would be, he responded: “On Monday, March 11, I will personally deliver the letter. “We are very tense now that our film is releasing on March 22.”

Pahlaj Nihalani, filmmaker and former CBFC president and vocal critic of the current president, said Bollywood Hungama who is aware of this episode, “CBFC works only for companies. He is not much interested in small Hindi or regional films. Yeah Rang De Basanti had a great star, CBFC 3-4 din mein certificate of you.”

As of March 8, the dashboard on the CBFC website shows the status of Rang De Basanti as “Pending review of examination report by the president.” Pahlaj said this rarely happens. “Usually the president never approves. The CEO or RO does what is necessary. But since Rang De Basanti “It was the title and Prasoon Joshi sir wrote the songs, a call was made to the makers asking them to change the name of the film,” he said.

Pahlaj Nihalani decided to help the Rang De BasantiThe creators when they heard their plight. “For the first time, I called him (Prasoon Joshi) 3-4 times,” she said. “But he did not answer the call nor did he return to it even once. Since he took office I have never called him. But this time I couldn't contain myself because I wanted to ask him why they were harassing the poor filmmaker. If a big Bhojpuri film waits for a censor certificate for up to three weeks, who is responsible for this delay?

The veteran filmmaker then thundered: “The president is nikamma. He has no right to be in that position. I wonder why the government has allowed it to continue. Usne producers ko laawaris bana ke rakha hai. How can they ask you to change the title? They have registered it with a reputable organization like IMPPA. If there is a problem, the committee decides what to do. How can the president decide to change the title? He is abusing power for his own interest.”

When asked what creators should do, Pahlaj Nihalani drew parallels to the infamous Udta Punjab-CBFC dispute that occurred under his presidency: “He (the producer) might have no alternative but to go to Court. Court northeast Udta Punprick (2016) ek din mein dekhi this. The court then rejected all the cuts and allowed only one modification. If the court can act so quickly, I hope it will do so Rang De Basanti. In this case, the objection is only because of the title anyway.”

Pahlaj Nihalani also raised the issue of U/A certificate given to Ajay Devgn's latest release. Shaitaanwhile the original was an adults-only movie, “vash (2023) was 'A' while the remake is U/A. Yeah Shaitaan It's a remake, how come both movies get different ratings? It shows that the CBFC is biased in favor of the big boys and against the small producers.” Bollywood Hungama was the first to report on this aspect.
